However, not all rulers have lead their people to brighter and better futures — take Vlad The Impaler for example, who left between 40,000 and 100,000 victims in his wake. While not all rulers left this many victims, other rulers such as Anna of Russia enjoyed playing cruel jokes on her people for her own amusement. Anna once ordered all of the fire bells rung throughout St. Petersburg just to terrorize the people.
